He was released from prison in 1999, after which he traveled to Afghanistan again. He had previously gone there during the early years of jihad and later moved to Iraq, where he founded the organization “Jamaat al-Tawhid wal-Jihad” and became its leader.
Later, he aimed to expand his influence and reorganize Al-Qaeda in the Iraqi region under the leadership of Osama bin Laden. He also participated in forming the “Shura Council of Mujahideen,” and his group became one of the key organizations active in Iraq.
Eventually, he was killed (martyred), as believed by his supporters.

We announce to her the news of the pledge of allegiance of the Tawhid and Jihad Group, its leader and soldiers, to the leader of the Mujahideen, Osama bin Laden, to hear and obey in good times and bad, to jihad in the way of Allah, so that there will be no strife and the religion will be entirely for Allah.

Shaykh Abu Mus\’ab al-Zarqawi is a man who made it clear that it was his policy only to fight those groups who fought the Muslims and aided the Crusader occupation of Iraq, and that he had no interest in fighting other groups like the Yazidis, Mandaeans and Christians of Iraq.

Shaykh Abu Mus\’ab al-Zarqawi is a man who sacrificed his position of leadership by pledging allegiance to the ameer of Qa\’eda al-Jihad Group and by default to the ameer of the Islamic Emirate of Afghanistan at a time when Abu Mus\’ab was one of the strongest and most influential Mujahideen commanders in the world with no material reason or need to unite with anyone or pledge allegiance to anybody.
So how can one possibly compare a selfless champion of unity like Abu Mus\’ab to those who broke ranks, violated their solemn pledges of allegiance and obedience, and openly refused to comply with the valid orders of their ameer?
Shaykh Usama bin Ladin aid in his speech #22 (his fourth message to the people of Iraq and his first message to them following Shaykh Abu Mus\’ab\’s pledge of allegiance to Shaykh Usama), \”For your information, the Mujahid brother Abu Mus\’ab al-Zarqawi is the ameer of al-Qa\’eda Organization in Mesopotamia, and the brothers there must listen to and obey him amicably.

Even if they indulge in some innovations, at the same time this doesn’t prevent us from freeing ourselves from their innovation.
Question: Who is better, a Muslim engaged in bid’ah (who fights) or a Muslim of pure ‘aqeedah but doesn’t fight jihad?
Zarqawi: As for the one who says he’s Muslim of pure ‘aqeedah but leaves jihad, then he’s a fasiq.
And as for the Muslim who fights in the path of Allah then he’s better than the one who abstains from jihad, even if he’s engaged in bid’ah, and I’ll make the matter more clear for you: there are the Taliban for example, what’s known from them is that they’re Maturidis who are graduates from the school of Deoband and from them is also known that they don’t accept except to rule by Allah’s law, they fought in Allah’s path and stood in the face of America’s tyranny.
They have some mistakes, and we know of this, but they are better to me than those with the “correct ‘aqeedah” (the scholars of the Arabian Peninsula) who pledged to the taghoot ‘Abdullah ibn ‘Abdul’Azeez; rather, what “correct ‘aqeedah” do these carry, and who’s better in the sight of Allah? Mullah Muhammad ‘Umar or them? Rather, Mullah Muhammad ‘Umar is better than the earth filled with the likes of them.
The Taliban are a hundred times better than those; rather, there’s no comparison or similarity between them.
Another example is that of Sh. ‘Abdullah al-Janabi, and he’s a Sufi; we disagree with him, and despite that, Sh. Abu Anas ash-Shami would kiss his head,

Once, a phone call came from Abu Musab al-Zarqawi in Iraq, who was a student of Maulvi Sahib. He offered Maulvi Sahib that he had a considerable amount of money and could send some if needed, but Maulvi Sahib thanked him and declined. Although the Mujahideen here were in great need of financial resources, I told him that he should have accepted the money from him. He replied:
“The Mujahideen in Iraq are currently engaged in resistance. The Jihad in Afghanistan also raises their morale. Whatever our situation may be, they draw encouragement from us. Their morale remains high because of us. If we expect support from them, they may think that the Mujahideen here are so weak that they are asking for support from another front. Therefore, it is better that we do not give them such an impression of weakness.”
